Transport & Environment has 3 excellent recommendations for Member States

Transport & Environment published a report with 5 recommendations to support ETS2 implementation. Two of them, frontloading and MSR reforms, are being implemented by the European Commission. Three are left for the Member States to implement: improve the NECP’s, create a predictable price path and return at least half of the revenue to citizens for financial support. The quality of the analysis convinced the Council and the Commission, read the convincing story for the Member States.
